<p>Supporting English learners is one of the most important responsibilities for educators in diverse public school districts. Over my 30 years in California education, I have worked with students from many different cultural and linguistic backgrounds. I have learned that English learners thrive when schools provide targeted support, high-quality instruction, and an inclusive environment that values their language and culture.</p>



<p>In this blog, I want to share innovative approaches that can help English learners succeed academically, socially, and emotionally. These strategies draw from lessons I have learned leading school districts with large populations of English learners.</p>



<h2 class="wp-block-heading"><strong>Understanding the Needs of English Learners</strong></h2>



<p>English learners face the challenge of acquiring a new language while keeping up with grade-level content. Many also navigate other challenges, including economic hardship, housing instability, and limited access to resources. Understanding these needs is the first step in designing effective support programs.</p>

<p>Student attendance and engagement are two of the most important factors in academic success. Over my 30 years in public education, I have learned that consistent attendance and active participation are closely linked to higher achievement, stronger relationships, and improved overall well-being. For superintendents leading high-needs school districts, improving attendance and engagement requires intentional strategies, strong communication, and collaborative leadership.</p>



<p>In this blog, I want to share practical approaches that school leaders can implement to create a culture where students are eager to come to school and feel motivated to learn.</p>



<h2 class="wp-block-heading"><strong>Understanding the Root Causes of Absenteeism</strong></h2>



<p>Before implementing strategies, it is essential to understand why students are absent. High-needs districts often face challenges such as poverty, transportation barriers, family responsibilities, health issues, and language differences.</p>



<p>When superintendents and district leaders examine the underlying causes of absenteeism, they can design solutions that address the real problems rather than just the symptoms. I have found that collecting data, building support systems for families, and consulting with school staff provides a complete picture of attendance challenges.</p>

<p>After more than 30 years in public education, I have learned that academic success does not begin with test scores or curriculum guides. It begins with students feeling safe, supported, and valued. When student well being is strong, learning follows. When it is ignored, even the best academic plans fall short.</p>



<p>As a teacher, administrator, and superintendent, I have seen firsthand how emotional, physical, and social well being shapes what students are able to do in the classroom. This understanding has guided my leadership and continues to influence how I think about school improvement.</p>



<h2 class="wp-block-heading"><strong>Learning Cannot Happen Without Safety and Stability</strong></h2>



<p>Students cannot focus on learning when they are worried about their safety or basic needs. Hunger, homelessness, stress and uncertainty make it difficult to concentrate, remember information, or engage with others. This is true for children of all ages.</p>



<p>In many school communities, students face challenges that extend beyond the classroom. These can include housing instability, food insecurity, trauma, or health concerns. When these issues go unaddressed, academic expectations alone are not enough.</p>



<p>Schools play an important role in creating stable environments. Consistent routines, clear expectations, and caring adults help students feel grounded. When students know what to expect and who they can trust, they are better prepared to learn.</p>



<h2 class="wp-block-heading"><strong>Emotional Health Supports Academic Growth</strong></h2>



<p>Emotional well being is closely tied to academic performance. Students who feel connected and understood are more likely to participate, take risks in learning, and persist through challenges.</p>



<p>Over the years, I have watched students thrive when schools intentionally support emotional health. This includes access to counseling services, social emotional learning, and staff who are trained to recognize signs of distress.</p>

<p>When I first stepped into a classroom more than 30 years ago, I could not have imagined how much public education would change. Standards shifted. Technology evolved. Student needs evolved with modern times. Community expectations grew. Through it all, one constant remained. Change is not an event. It is a condition of leadership.</p>



<p>Serving as a teacher, administrator, and superintendent has taught me that leading through change requires clarity, empathy, experience, expertise, and patience. It is not about reacting quickly. It is about responding thoughtfully and keeping people centered when everything around them feels uncertain.</p>



<h2 class="wp-block-heading"><strong>Change Is Personal Before It Is Structural</strong></h2>



<p>One of the earliest lessons I learned is that change affects people before it affects systems. New initiatives often look clean and logical on paper. In practice, they create worry and anxiety, which leads to a need for strategic and collaborative planning and communication.</p>



<p>When a new policy or program is introduced, educators often ask themselves quiet questions. How will this affect my students? Will this impact my daily teaching? Do I feel prepared? Leaders must recognize these concerns as valid. Ignoring them creates distance. Addressing them builds trust.</p>



<p>Listening has been one of the most powerful tools in my leadership journey. When people feel heard, they are more willing to move forward even when the path is unfamiliar.</p>



<h2 class="wp-block-heading"><strong>Clear Vision and Collaboration Matters More Than Perfect Plans</strong></h2>



<p>Over the years, I have seen many well-designed plans fail because they lacked a clear purpose and collaboration. People will endure uncertainty if they understand why change is happening and if they have a united goal.</p>



<p>As a superintendent, I learned to spend more time listening and explaining the goal than defending the details. Plans will evolve. Timelines will shift. But a strong vision gives people something steady to hold onto. A united collaborative plan to implement the change creates buy-in and shared purpose.</p>



<p>When leaders clearly communicate what success looks like and why it matters for students, teams are better able to adapt and stay aligned.</p>



<h3 class="wp-block-heading"><strong>Consistency Builds Confidence</strong></h3>



<p>Change often creates fear of the unknown. Consistency in values helps reduce that fear. Even when strategies change, leaders should remain consistent in how they treat people, make decisions, and communicate expectations.</p>



<p>I made it a priority to be visible and accessible during times of transition. Being present in schools, asking questions, and following through on commitments helped reinforce stability and enabled me to stay true to my core characteristics of kindness, respect, patience, and genuine care.</p>



<h2 class="wp-block-heading"><strong>Relationships Carry Organizations Through Uncertainty</strong></h2>



<p>No leader navigates change alone. Strong relationships are the foundation of resilience in any school system.</p>



<p>Over time, I learned that investing in relationships before and during a crisis makes all the difference during one. Trust built over years cannot be rushed when challenges arise.</p>



<p>Whether working with principals, teachers, classified staff, and community partners, I focused on partnership rather than authority. Collaboration creates shared ownership, which is essential during periods of change.</p>



<h3 class="wp-block-heading"><strong>Respect Strengthens Buy-In</strong></h3>



<p>People are more likely to support change when they feel respected. This means acknowledging expertise at every level of the organization. Classroom educators often understand instructional implementation challenges before leadership does.</p>



<p>Inviting input does not mean every suggestion will be adopted. It does mean perspectives are valued. That respect strengthens commitment even when decisions are difficult.</p>



<h2 class="wp-block-heading"><strong>Adaptability Is a Leadership Skill</strong></h2>



<p>Early in my career, I believed strong leadership meant having all the answers. Experience taught me otherwise. Adaptability, collaboration, and patiencematters more than certainty.</p>



<p>Some of the most important decisions I made were revisions to previous decisions. Being willing to adjust based on data, feedback, and changing conditions is not a weakness. It is responsible leadership.</p>



<p>The pandemic reinforced this lesson in powerful ways. Plans changed weekly. Sometimes daily. What mattered most was staying focused on student and educator needs while remaining flexible in how we met them.</p>



<h2 class="wp-block-heading"><strong>Leading Calmly Sets the Tone</strong></h2>



<p>During moments of disruption, people look to leaders for cues. Panic spreads quickly; soo does calm.</p>



<p>I learned that managing my own reactions was just as important as managing systems. Staying grounded, asking thoughtful questions, avoiding rushed decisions, and being reasonable helped teams feel more secure.</p>



<p>Leadership during change is less about urgency and more about steadiness. Progress happens when people feel safe enough to focus and contribute.</p>



<h2 class="wp-block-heading"><strong>Reflection Turns Experience Into Growth</strong></h2>



<p>After three decades in public education, I know that change will continue. What matters is how leaders learn from it.</p>



<p>Taking time to reflect on what worked and what did not has been essential to my growth. Reflection turns experience into wisdom. It helps leaders refine their approach and avoid repeating mistakes.</p>



<p>I encourage emerging leaders to seek mentors, ask for feedback, and remain open to learning at every stage of their careers.</p>

Many people think of school finance as a series of numbers on a ledger, but I have come to see it as one of the most powerful tools a district leader can use to transform learning and create remarkable opportunities for students. Strategic financial management is not just about balancing budgets; it is about aligning resources with a vision for student success and ensuring every child has the tools they need to thrive.</p>



<p>In this blog, I want to share my perspective on the role of strategic finance in public education, drawing on lessons from my experiences in California and the insights I have gained from working with other district leaders.</p>



<h2 class="wp-block-heading"><strong>Understanding the Importance of Financial Leadership</strong></h2>



<p>Public education operates under complex financial systems. California districts, like many across the country, rely on a combination of state funding, local bonds, federal programs, and other revenue streams. Yet, in many districts across California and the nation, achievement gaps persist for students from culturally and socioeconomically diverse backgrounds. Closing these gaps is not just a policy goal; it is a moral imperative.</p>



<p>In this blog, I want to share my perspective on leading with equity and strategies that superintendents and district leaders can implement to ensure every student has the opportunity to succeed.</p>



<h2 class="wp-block-heading"><strong>Understanding the Root Causes of Achievement Gaps</strong></h2>



<p>Before we can address achievement gaps, we must understand their origins. These gaps are often the result of systemic inequities that affect students long before they enter the classroom. Factors such as poverty, homelessness, access to quality early education, language barriers, and generational challenges all play a role. For English learners, navigating the education system while acquiring a new language can make academic progress especially difficult.</p>



<p>Equity in education requires more than equal resources; it requires targeted support based on student needs. This means recognizing that students may need additional academic, social, and emotional resources to reach their full potential.</p>



<h2 class="wp-block-heading"><strong>Creating a Vision for Equitable Leadership</strong></h2>



<p>Equitable leadership starts with a clear vision. As a superintendent, I make it my priority to ensure that all decisions are guided by a commitment to student success, equitable access, inclusivity, and an unwavering belief that every child can succeed. This shared vision is embraced by every member of the district team, from teachers and principals to support staff and board members.</p>



<p>Part of creating a vision for equity is establishing high expectations for all students while also providing the support needed to meet those expectations. For example, in the San Ysidro School District, we focused on doubling&nbsp; English learner reclassification rates by increasing targeted interventions, professional development for teachers, and family engagement strategies. This type of systemic support ensures that students are not left behind but rather embraced by a caring school environment and guided step by step to English language mastery.</p>



<h2 class="wp-block-heading"><strong>Building a Strong Support System</strong></h2>



<p>Closing achievement gaps requires collaboration and strong partnerships. Schools cannot do this work alone. Educational leaders must actively engage with families, community organizations, and state and federal legislative leaders to create ecosystems of support for students.</p>



<p>In practice, this means creating programs that address barriers outside the classroom, such as providing access to healthy meals, mental health services, after-school enrichment programs, and family engagement initiatives. During the COVID-19 pandemic, our district served over a million meals to families and developed virtual learning platforms to ensure students could continue their education. These types of initiatives demonstrate how addressing students’ holistic needs directly supports their academic growth.</p>



<h2 class="wp-block-heading"><strong>Focusing on Instruction and Teacher Development</strong></h2>



<p>Equitable outcomes are closely tied to instructional quality. Teachers need the tools, training, and support to meet the diverse needs of their students. <p>Superintendents play a critical role in creating an environment where teachers can succeed. <p>Equity is not a one-time initiative; it is a continuous commitment. Closing achievement gaps takes vision, persistence, collaboration, and a genuine belief in the potential of every student. As superintendents, we have the responsibility to remove barriers, elevate voices that have been marginalized, and create educational environments where all students can succeed.</p>



<p>Every child deserves the opportunity to reach their full potential. By leading with equity, we can transform schools into communities of hope and opportunity, where achievement gaps are no longer an obstacle but a challenge we overcome together.</p>
